Personnel Training and Development

The availability of highly-qualified employees having the necessary knowledge, skills, and experience at all management and work levels guarantees successful operation of modern company. Creating the conditions for training, re-training, and improving the qualifications of each employee is one of the priority areas of human resource management in the Company.

Personnel training is regulated by:

  • The Rules of HR Management in Power Industry of the Russian Federation approved by Order of the Ministry of Fuel and Energy of the Russian Federation No. 49 of February 19, 2000;
  • Procedure for HR Management in the Company, approved by Order No. 395 of May 12, 2015;
  • instructions and recommendations of supervisory authorities.

Training in the Company is considered not only as need for professional development but also as a form of motivation of successful workers. Development of personal competence and professional development is a prerequisite of career development of Company employees.

The choice of means and methods of training is aimed at optimization of costs of training and increase of quantity and quality of the trained personnel. Training of Company employees is conducted in all main forms:

  • vocational training;
  • personnel retraining;
  • receiving the second profession;
  • advanced training courses for workers;
  • short-term vocational education of workers (1-2 weeks);
  • short-term vocational education of technical and engineering employees according to the Rules of HR Management in Power Industry.

Considering the fact that the work of a large part of Company employees is related to the use of a hazardous production infrastructure, the most important element of the personnel training system consists in the provision of training related to ensuring industrial safety supervised by the Russian Federal Service for Ecological, Technical and Atomic Supervision (Rostekhnadzor).

Actual cost of personnel training in 2015 amounted to RUB 40,131 thou, RUB 28,789 thou of which were spent for preparation of personnel at own training centers. The ratio of the actual costs of personnel training to payroll budget in 2015 makes 1 % that corresponds to the key indicator provided by HR and Social Policy of the Company (1 %).

The basic institution carrying out training on working specialties is Unitary Wholly Owned Subsidiary Institute for Energy PJSC Kubanenergo*, founded by the Company.

In 2014, off-the-job training events were attended by 3,928 employees or 47.1 % of the average headcount that corresponds to the key value of HR and Social Policy of the Company (30 %). 3,221 employees were trained at the Unitary Wholly Owned Subsidiary Institute for Energy PJSC Kubanenergo (82 % of trained).

Unitary Wholly Owned Subsidiary (UWOS) carries out its activity on the basis of self-sufficiency, provides training by more than 260 programs of additional professional education (professional development, professional retraining, precertification preparation, vocational training of workers). In 2015, Company’s employees were trained under 81 programs of additional vocational education and professional development.

Types of the UWOS programs according to which educational activity is conducted, can be found in the license granted by the Department of Education and Science of the Krasnodar Krai; programs of precertification training are approved with Rostekhnadzor, programs of ecological safety are approved with Rosprirodnadzor. All training programs conform to requirements of the Ministry of Education and Science of the Russian Federation imposed on programs of additional professional education.

UWOS has the property transferred to its operational management by the Company for carrying out training process:

  • an educational-production base for 270 people (classrooms, laboratories);
  • a hostel with 171 beds;
  • an electric grid ground equipped with 0.4–110 kV pole park;
  • 110/35/10 kV district substation with OSG-110 by simple approach;
  • 10/0.4 kV customer substations;
  • a diesel power plant of 250 kVA and 30 kVA;
  • distribution switch center K-112.

UWOS employs 81 people, including 5 teachers. Regular teachers generally give courses on industrial safety, labor protection, fundamentals of electrical equipment, special technology, etc. Practical disciplines are taught by employees of equipment manufacturers and fuel and energy companies of the Southern Federal District (EKRA, Schneider Electric, Radius Avtomatika, etc.). Teaching is performed by involved experts of the Company having proper qualifications and experience in distributive power grids.

Educational services are rendered to the Company on the basis of agreements signed on the terms of long-term cooperation (annually, the next calendar year), or on certain types of service provided UWOS within implementation of the licensed programs.

Personnel training programs by a new profession (with assignment of new specialty) and increase (confirmation) of qualification (category) by the available profession are agreed with technical and specialized services of the Company.

New training and retraining programs, when required, are initiated both by the Company and UWOS in view of the introduction of new laws, regulations, requirements of technical regulations or introduction of new equipment and technologies applied at power enterprises of the region.

Managers and specialists included in the personnel reserve study at the training center under retraining programs of:

  • Chief Engineer School;
  • Dispatcher Training School;
  • School of Management of Regional Electric Grids;
  • School of Development and Implementation of Services;
  • Relay Protection and Automation.

Each retraining program includes 500 academic hours of training conducted during one calendar year.

Retraining and advanced training of personnel of the Company is also carried out through external contractors.

In 2015, the Company’s key partners in this area were:

  • Federal State Budgetary Educational Institution of Higher Professional Education Platov South-Russian State Polytechnic University (NPI);
  • Federal State Budgetary Educational Institution of Higher Professional Education Azov and Blacksea State Agroengineering Academy (Zernograd);
  • Federal State Budgetary Educational Institution of Higher Professional Education Russian Academy of State Service under the President of the Russian Federation.

Each Company’s branch carries out systematic work on interaction with educational institutions of initial, secondary and higher education, being in its zone of responsibility.

Basic number of educational institutions carrying out training in the electrical power area for needs of the Company is concentrated in the regional center, the city of Krasnodar. In 2015, 114 students of higher professional education institutions passed practical training on the base of the Company. Number of persons trained in divisions of PJSC Kubanenergo.
