Company’s Innovative Development

The Order of the President of Russia and the Decision of the Government Commission on High Technology and Innovation sets the task of developing and implementing the Programs of Innovative Development for the state corporations and joint–stock companies with state participation.

In pursuance of the specified instructions, the Company implements the Program of Innovative Development for 2011–2016 approved by the Board of Directors (Minutes No. 115/2011 of July 29, 2011 as amended on June 18, 2012, Minutes No. 137/2012).

The purpose of the Program of Innovative Development of PJSC Kubanenergo is establishment of the effective mechanism of innovative cycle implementation providing favorable conditions of creation and promotion of innovative solutions, equipment and advanced technologies for the distributive electric grid complex. The program contains a complex of measures aimed at development and deployment of new technologies, innovative types of electrical equipment and materials meeting the world level in the Company‘s distributive electric grid complex.

R&D plan is one of the components of the Program of Innovative Development of PJSC Kubanenergo.

The purpose of R&D consists in finding a solution to the technical, technological, administrative tasks aimed at the increase of efficiency and reliability of the Company’s distributive electric grid complex operation.

Main directions of R&D in 2015

According to Company’s R&D plan, activities in three areas were performed in 2015:

  • Development of a program complex for address recommendations and low-cost methods of decrease in technological losses in grids of 6–10 kV of regional electric grids of OJSC Kubanenergo.
  • Creation of the unified, integrated, distributed and expanded diverse data account and storage system in the standardized form for accounting of maintenance and repair, actions of RPEA, RPEA settings with reference to the graphic scheme of equipment arrangement.
  • Development and deployment of high-voltage current laser meter.

As part of activities in the area of “Development of Program Complex for Address Recommendations and Low-Cost Methods of Decrease in Technological Losses in 6–10 kV Regional Electric Grids of OJSC Kubanenergo”, pilot and field testing of the program complex was carried out in June–August, 2015 in Tbilisi RES of Ust-Labinsk Electric Grids Branch of PJSC Kubanenergo.

Two stages of work were accepted in 2015 within performance of the activities in the area of “Creation of the Unified, Integrated, Distributed and Expanded Diverse Data Account and Storage System in the Standardized Form for Accounting of Maintenance and Repair, Actions of RPEA, RPEA Settings with Reference to the Graphic Scheme of Equipment Arrangement”. The Company’s branch to carry out deployment is determined, software prototype is developed in accordance with the developed program and test methodology, tests are carried out. Following the test results, the prototype is improved and accepted, specifications and operational documents are developed. The prototype is delivered to the Company’s executive office, commissioning works are performed in accordance with the  developed program and test methodology, operational tests are carried out.

The work in the area of “Development and Deployment of High-Voltage Current Laser meter” is suspended due to the Contractor’s fault in 2014. 14 stages of R&D are accepted as of today. The problem of work completion with regard to 8 and 9 stages under the agreement will be solved upon completion of claim-related work with the Contractor.

One of the results of R&D carried out in 2014 in the area of: “Control of Insulation of Power Transformers under Field Conditions based on Use of Partial Discharge Monitoring System” is obtaining of Certificate on State Registration of Computer Program (“The Program of Processing and Representation of Equipment Monitoring Data Formed by Power Transformers Insulation Monitoring System (TSE SKI)”) No. 2015612526 of February 19, 2015:

Pilot and field testing of the following R&D results was deployed or carried out in the reporting year:

  • equipment on 78 SS and 35–110 kV 76 OHL was inspected by means of ultra-violet diagnostics system in all branches of PJSC Kubanenergo;
  • 4 power transformers (110 kV) of Leningrad Electric Grids Branch of PJSC Kubanenergo were inspected by means of partial discharge monitoring system;
  • pilot and field testing of the program complex for address recommendations and low-cost methods of decrease in technological losses in 6–10 kV regional electric grids of OJSC Kubanenergo was carried out in Tbilisi RES of Ust-Labinsk Electric Grids Branch of PJSC Kubanenergo.
  • pilot and field testing of the unified, integrated, distributed and expanded diverse data account and storage system in the standardized form for accounting of maintenance and repair, actions of RPEA, RPEA settings with reference to the graphic scheme of equipment arrangement at Adygea Electric Grid Branch of PJSC Kubanenergo.

In the reporting year, innovative solutions were introduced in the Company.

With regard to facilities of the pilot project “Introduction of Composite Poles”:

  • “Reconstruction of 10 kV OHL from pole No. 20 to pole No. 46 from Sadki SS ph. 1 with replacement of reinforced-concrete poles for composite ones and replacement of wire for SSIW”;
  • “Reconstruction of 6 kV OHL ph. 1 from 35/6 Shirvanskaya SS with replacement of reinforced-concrete poles for composite ones and replacement of wire in SSIW of Tsurevsky khutor, the Apsheronsky District”. The contractor (OJSC ENEX) performed design and survey works.

With regard to the facility of pilot project “Introduction of innovative 0.95 kV electric grid”: “Introduction of 0.95 kV grid in Vasyurinskaya stanitsa of the Dinsky District, OHL from 10/0.4 kV TSS VS1-601”. Design and estimate documents are under development by the contractor (OJSC ENEX). The planned date of design and survey works completion is the first half of 2016.

The following innovative solutions from the Company’s Register of innovative solutions are introduced:

  • uninsulated heat-resistant wire of AST brand for 35 kV OHL “Krasnodarskaya CHPP-Tsentralnaya” 1 chain;
  • ground corrosion-resistant wire of GTK brand for 110 kV OHL “Krylovskaya-Chelbasskaya”, 110 kV OHL “Zarya-Kropotkin”, 110 kV OHL “Krylovskaya-Atamanovskaya”;
  • microprocessor local backup protection of power-transformer protection on 110 kV 8 SS.

No commercialization of developments obtained due to R&D was carried out in 2015.

Share of allocations for R&D in the total amount of own revenue was 0.02 %.

In order to take reasonable decisions aimed at the increase of electric grid complex functioning reliability and efficiency, the Scientific and Technical Committee is created in the Company and regulation on it is approved (Order of OJSC Kubanenergo No. 522 of June 16, 2014).

The Scientific and Technical Committee includes the heads of the structural units governed by the Deputy Technical Director General, the Chief Engineer, as well as chiefs of the following departments:

  • corporate and technological ACS;
  • capital construction;
  • economy;
  • prospective development;
  • service sales and electric power accounting;
  • energy conservation and enhancement of energy efficiency.

The Chairman of the Scientific and Technical Committee is the Deputy Technical Director (the Company’s Chief Engineer).

24 meetings of the Company’s Scientific and Technical Committee were held in 2015, the following issues are considered:

  • termination of R&D “Development of Standards and Technical Documents ‘STO. Implementation of Technical Policy Requirements. System of Standard Units of Electrical Grids Enterprises of Territorial Grid Companies, Means of Dispatch and Technological Control”;
  • organization of 110 kV OHL transit Vostochnaya–Kirillovskaya;
  • results consideration of stages Nos. 1 and 2 of the development of company’s standards;
  • reconstruction of facilities of Krasnodar Electric Grids Branch of OJSC Kubanenergo;
  • observance of specifications;
  • determination of a relevant connection scheme of the existing and future 110 kV grid of OJSC Kubanenergo to 220 kV Vostochnaya Promzona SS;
  • implementation of object “Reconstruction of 110 kV Grid Adjacent to Future 220 kV Buzhora SS stage 2, phase 2”;
  • consideration of intermediate reporting materials of R&D stage No. 5 in the area of “Creation of the Unified, Integrated, Distributed and Expanded Diverse Data Account and Storage System in the Standardized Form for Accounting of Maintenance and Repair, Actions of RPEA, RPEA Settings with Reference to the Graphic Scheme of Equipment Arrangement”;
  • consideration of updating design and estimate documents with regard to the object “Construction of 10 kV HV line of protected wire from reactor facility-10 kV of 110/10 Raduga SS to the border of applicant’s area in accordance with technological connection under the specifications No. 301-11/82 issued to OJSC RZD (DKRS-Yug of OJSC RZD). Maximum connected capacity amounts to 498 kW. (TSS agreement No. 21200-12-00104632-1 of May 31, 2013);
  • connection of 110 kV Penayskaya SS to the transit 110 kV OHL Vostochnaya-Kirillovskaya;
  • introduction of innovative solutions;
  • consideration of development results related to company’s standards;
  • consideration of pilot and field testing results;
  • fulfillment of the Medium-Term Implementation Plan of PJSC Kubanenergo Innovative Development;
  • consideration of intermediate reporting materials of R&D stage No. 5 in the area of “Creation of the Unified, Integrated, Distributed and Expanded Diverse Data Account and Storage System in the Standardized Form for Accounting of Maintenance and Repair, Actions of RPEA, RPEA Settings with Reference to the Graphic Scheme of Equipment Arrangement”;
  • consideration of updating design and estimate documents adjustment with regard to the object “Construction of 35 kV OHL Volna-Chernomorskaya;
  • formation of R&D Plan for 2016;
  • results consideration of stages Nos. 2 and 3 of the development of company’s standards;
  • coordination of a necessary scope of works not considered by design decisions with regard to the object “Construction of 110 kV OHL Slavyanskaya 220 kV OHL Krasnoarmeyskaya with the expansion of 110 kV Krasnoarmeyskaya SS;
  • results consideration of stages Nos. 3 and 5 of the development of company’s standards;
